Text in chat windows should be enlarged, or there should be an option to set size of text.

I wonder, are DPI settings used by uTox?

You can define SCALE when compiling set the scale of the UI, it is an integer value and the default is 2. (try 3 for example). Most bitmaps don't scale yet so they will be broken. Of course this should eventually be a variable rather than a compile time value.
