I'm opening this issue because:

  • npm is doing something I don't understand.

What's going wrong?

I'm not sure if I have it installed correctly? I repeatedly get this error regardless of what I run.
I am trying to run
C:\Program Files (x86)\nodejs\node_modules>npm marked-it-cli
or
C:\Program Files (x86)\nodejs\node_modules>npm node ./marked-it-cli C:\Users\IBM
_ADMIN\git\UCCR --output=C:\Users\IBM_ADMIN\git\UCCR\output --header-file=C:\Pro
gram Files (x86)\nodejs\node_modules\marked-it-cli\header.txt --footer-file=C:\P
rogram Files (x86)\nodejs\node_modules\marked-it-cli\footer.txt --extension-fil
e=./example/accessibilityExt.js --extension-file=./example/xmlTocExt.js --conref
-file=C:\Program Files\nodejs\node_modules\marked-it-cli\cloudoeconrefs.yml --to
c-xml --overwrite --verbose

I keep getting this error
'Specify configs in the ini-formatted file:
C:\Users\IBM_ADMIN.npmrc
or on the command line via: npm --key value
Config info can be viewed via: npm help config'

How can the CLI team reproduce the problem?
