Summary

Make improvements to docs.npmjs.com to allow it to be maintainable.

Exit Criteria

• Use primer/doctocat upstream docs theme TODO: add tracking PR
  • Update dependencies
  • Make + test changes (theme, config, components) needed to use primer/doctocat
  • Deprecate/archive npm/doctornpm
• Update npm/cli + npm/documentation build process
  • feat: rewrite docs generation cli#5309
  • Remove duplicate work being done in both repos
  • Remove generated content from source in npm/cli
  • Install cli as dependencies in npm/documentation
  • Build docs daily + workflow_dispatch from npm/cli
  • Allow npm/cli to have workspaces with non-bundled production deps

• Leverage PR preview deployments for GitHub Pages
  • fix: call publish workflow from update cli documentation#168
  • chore: make pubish workflow call a top level job documentation#170
  • chore(ci): use publish previews for pull request target documentation#171
  • docs: update staging deployment flow documentation#173
