HUA and PREC workflow

Significant improvements to the flow of HUA process. Moved archetype and community dictionaries to .py files. Added functions with folium maps. Generalized building inventory options. Now includes option to use National Structures Inventory or a shapefile.

HUA, Address Point, Person Record

This release has many additions. Mainly the code runs the housing unit allocation, generates an address point inventory, generates a person record file. The code also has beta versions for generating a student record file.

Housing Unit Allocation

Update for code to run Housing Unit Inventory workflow, Address Point Inventory workflow, and Housing Unit Allocation workflow. New code automates full process and requires a building inventory file as an input.
