feat(config): get config files as cmdline arguments #19

Support passing path to config files as cmdline arguments.
As config-file is no longer bundled with webpack-bundle, we need to download it form the server when starting the angular controller.
By doing this we no longer need to rebuild odashboard when changing config-files.
