Is your feature request related to a problem? Please describe.

I was confused when I cloned the project to add some functionality and run tests.

Describe the solution you'd like

It would be easier to delve into the project if some information were added to README.md, at least simple instructions on setting up a Python venv and running tests.

Describe alternatives you've considered

Any other suggestions?

This was submitted to testlib originally, now we need to base off of old README/CONTRIBUTING guides, but write some newer ones.
