This updates all the packages used by netlistsvg and fixes errors due to changes in the packages. Notably, this does not update typescript as there are errors that come about from versions 4.0 and up that I did not know how to fix. As well, I could not figure out how to replace tslint with eslint, and so while tslint is deprecated, it is not updated / replaced here.
The CI will fail on this until #108 is merged.
