Fixed bad links to old wiki

I linked directly to 0.7.0.dev0 docs because this is the only stable place these docs exist today. Once we release 0.7.0 I'll update the links to the "latest" version.

I don't think we should do this since they will soon be out of sync. We can either remove links that don't have a stable equivalent currently or wait until we do another docs release.

A doc release won't help. We need to cut a NuPIC release to get the latest docs on http://nupic.docs.numenta.org/stable/.

I'm not sure when that will happen, because I'm still looking for more breaking changes to make before the release. Until then, this will fix current broken links. I have created a JIRA to change these links back as soon as we've created a release and I've updated the doc build as we discussed.
