Since visitors may want either user or developer help, I made the developer link more prominent.

Also, for Stack Overflow, added a link explaining how to tag a question.

Thanks @bjnath, this reads better and I agree giving development issues a little more emphasis is good.

See my one comment on removing the mention of the NumPy CoC. I'm personally not attached to explicitly mentioning it, and the edit keeps the nature of the main message here. So I'm fine merging as is. I'll keep it open for a day though in case anyone else has comments.

These forums are not moderated by the NumPy team at the moment (we wish we
could, the volume is just a little overwhelming!). We encourage everyone to
engage patiently and respectfully in all these forums, in the spirit of the
[NumPy Code of Conduct](/code-of-conduct).

For reference, we added this because there was concern around the sometimes harsh style with which beginners are sometimes treated on Stack Overflow, see gh-28.

The CoC sentence is out of place because it's directed at people writing answers and the page is for people asking questions.
