Compact framework should support generic methods

All support for generic test methods is missing in the compact framework builds, although generic fixtures are supported. Both CF 2.0 and 3.5 support generics, so we should as well, at least to whatever extent it's possible.

That said, if this requires significant effort, we may consider postponing it to a future release.
