Clicking on the current link for "plugins chapter of the contributor book" results in a 404 error. This commit updates the link to point towards the correct page.
Fixes dead link in CONTRIBUTING.md to point towards current location of the Contributor Book.

Found a couple of dead links that I believe were pointing towards old pages. Updated them to point towards current locations of page contents.
