This commit continues the refactorings taking place. We extract the plugins infraestructure into another crate called
nu-plugin.At the moment, the sub-crate contains the plugin functionality for working and integrating it with Nu. Another thing to point out is the addition of test helpers for working with plugins (which can be seen applied under the
nu_plugin_strcrate)
