adds --version / -v support for the nuxt binary; will always output version and exit(0)

The Travis CI failure looks to be the same as the previous failing node 6 failures; node 8 seems happy, as well as both on appveyor. |

Adds
--versionflag support (with alias-v) for the nuxt binary; will always output version frompackage.jsonand exit with status 0. This is in the default command,nuxt-dev.Addresses issue #1839.
