you did first chmod +x install.py are you using power shell with developer mode on in Windows I'm running on my Android phone also but you need environment to run bash best way Control Panel > Programs > Turn Windows Features On Or Off. Enable the “Windows Subsystem for Linux” option in the list, and then click the “OK” button. may help a little
