Update data structure of offerings and vendors

We need to update the structure of the offerings and vendors so that CSA managers can create vendors that have multiple offerings. This needs to be done before the beta launch.

This would impact the offering add and edit process, as CSA managers would need to input a CSA vendor and offering separately.
