Currently if a layer 1 mix node restarts, gateway, for some peculiar (bug related) reason will not re-establish connection with it.

Turns out after first connection backoff, the next one gets delay of 600s for some reason, so maybe it would try to re-establish connection, but I do not have patience to find out - I will instead find the cause of such high backoff.
