Startup scheduler tasks can be executed again #376

From v18 it's possible to define script tasks which run on program startup using * as time definition, for example:


Due to a bug such tasks may be executed again when nzbget detect adjustments of system clock. However startup tasks should not be executed after clock adjustments.
