This working draft incorporates changes in response to public review 1 of the OpenC2 trio of specifications. These changes respond to comments directed to the HTTPS specification, as well as changes for consistency with the OpenC2 Language Specification and the Stateless Packet Filtering Actuator Profile.

This WD is being submitted for ballot as CSD 04 and release for second public review concurrent with the other OpenC2 specifications.
