This PR updates Appendix F of the Architecture Specification to formalize the OpenC2 TC's approach to namespaces, conformant with the OASIS Naming Directives. The appendix is also renamed to distinguish procedures (this appendix) from the registry which is published separately.
Corresponding changes to the namespace-registry.md file are addressed in PR #92
As of 7 Dec there is one unresolved issue with this update regarding schema file names; see the note at end of section F.1.
