Insufficient balance error when trying to send TEST tokens #305

Steps to reproduce:

Open a wallet with a mnemonic.
Switch network to Testnet
Enter Recipient and Amount and client Send.

Expected result:
I would be able to send TEST tokens to the recipient.

Actual result:
I got the "Insufficient" balance error.

Since the account in question has 0 ROSE on Mainnet, this is probably the same as #270.
