RESP: Fix reading Poles/zeros uncertainties

What does this PR do?

Fix properly interpreting poles/zeros complex uncertainties stored in RESP files (already done correctly reading StationXML files)

Why was it initiated? Any relevant Issues?

Fixes #3401
