SACPZ: Make sure PAZ gets converted to radians/s before writing output

What does this PR do?

Makes sure poles and zeros get converted to radians/s if given in Hertz when writing SACPZ output, since SACPZ has radians/s implicitly as the PAZ type.

Why was it initiated? Any relevant Issues?

Fixes #3334
