CamomileBasic

This is a alpha version of CamomileBasic library package.  CamomileBasic 
is a basic Unicode library for ocaml.  Camomile provides Unicode 
character type, UTF-8, UTF-16, UTF-32 strings, conversion to/from 
basic encodings.
