Html has paragraphs. Paragraphs should delimited by a blank line or by a markup level block. See here http://caml.inria.fr/mantis/view.php?id=7352#c16283

- Regroup them into paragraphs instead of using <br> (fix ocaml/odoc#10 )
- Use [Tyxml.Html.Unsafe.data] instead of trying to parse raw html
  (fix ocaml/odoc#32 )
