3.8.0 docs are going to be deployed as stable so they should be decent. They're expected to be a bit worse than 3.7.1, but the next major version will improve them a lot (see #7325).
Still, we should make sure that the TOC is decent before releasing, and maybe adding a note about this.

Fixes ocaml#7584

This makes sure that the intermediate state we're in still makes sense
in a release. The pages in question are not 100% of the right type but
they make sense as part of the section.
