When running with fancy terminals in watch mode, we pre-emptively clear
the screen. This is to prevent subsequent clears in watch mode making
the user's screen jump.

Fixes #6884

It seems odd to do this at initialization. I'd expect to see the existing code just move from after the build to before the build, but maybe that doesn't work for some reason?

It might be odd, but I think it's the safest option. This way we don't accidentally print something to the console after initialization but before clearing.
