inconsistent declaration of CamlCBCmd() #4614

Bug description

int CamlCBCmd(ClientData clientdata, Tcl_Interp *interp, int argc, char **argv)

Additional information

This was a compile error for me, using tk8.3. Replacing the camltk.h declaration with the same #ifdef logic as cltkCaml.c fixed the problem.
