ocamltest: keep debug information for all C files

This is a follow-up to #11111 by @gasche.

What 9ee4c07 does is not correct because
CFLAGS and the like are for the user. Then should be used by the
build-system where appropriate, but never ever should they be defined.

Question: we do the same kind of thing (adding -g to the C compilation options if not using msvc) in the runtime, so the 3 lines I added are copied from there. Shouldn't we adding -g systematically to all the C files when not compiling with msvc, i.e. doing this once and for all at configure time? If this is considered a good idea I am willing to add this to the present PR if so desired.

Hmm okay it won't be to the presnet PR :-) But I can open another one just for that, if the idea is thought to be a good one.
