We just assume there is a C compiler as a prerequisite to opam-repository. Or more precisely, we assume that the prerequisites to build the OCaml compiler are present, and these are not expressed as depexts currently.

A C compiler is a dependency of opam itself. So it should be always available.

It's likely possible to break that assumption, but we can ignore this edge case.
