Feature request from Jon Harrop in https://discuss.ocaml.org/t/what-are-the-biggest-reasons-newcomers-give-up-on-ocaml/10958/17

This would simplify installation instructions. For example:

$ opam install .
[NOTE] Your opam environment is not initialized. Do you want to initialize it? [Y/n] y
[... do as if "opam init" was called]
[... then continue doing "opam install ."]
