Fixes # .

Changes proposed in this PR:

Update scripts/deploy-contracts.js:

  • Add USDC and DAI deployment
  • Set deployment ocean address
  • Comment out router transfer ownership to OPF Owner

I added a routerOwner variable, so we can control it, depending on the network.
Also , moved the mock ERC20 deploy code under the shouldDeployOceanMock condition.
And renamed to addresses.MockDAI and addresses.MockUSDC
