The admin role not able to see other "Sale.Orders"

  Steps to reproduce:
  I got trouble about 5 hours with that. Please follow these steps

Steps to reproduce:

Open developer mode.
Navigate to Settings -> Group -> Select User: Own Documents Only
Open Tab Record Rules, then remove Personal Orders / Sales Order -> Click Save.
Add Personal Orders / Sales Order back we will get the problems
Current behavior:

All users includes admin, sales not able see other orders, quotations...
Only super admin can see all.
Expected behavior:

When we add the Personal Orders / Sales Order back, The user should see again all orders include another users.
