Scrap some of the product (click on the gear icon, then Scrap)
Validate picking
If you select create backorder, nothing will happen. The picking will not validate
If you select no backorder, the full quantity of the original move line will be cancelled
Current behavior: a picking with scrap moves cannot be validated properly
Expected behavior: once a picking has scrap moves, you can still validate the rest of the picking, creating a backorder if needed for the remaining products

That would technically work, but it does not fit the flow that this company needs, which is for delivering products to customers. Validating the picking would mean that the products have been delivered to the customer, and then scrapped, however in reality the products were never delivered.
Bro, I have the same issue. Used to work fine and out of a sudden it stops validating only if the destination location is Inventory Loss. I need to do the scrap as an internal transfer because I scrap more than one product
