Section link #top and custom section links do not work

Impacted versions: 16 and 17

Steps to reproduce: Unable to create custom section links. For example https://www.odoo.com/#bottom works, but https://www.odoo.com/#top does not. This suggests this is a system wide issue. Custom ids also do not work.

Current behavior:

Set a id with value example. Then go to the URL #example or set an anchor tag <a href="#example">... Even with `data-anchor="true" (which seems related), you cannot go to the specific section

Expected behavior:

You can set an id to a div and you can go there directly with #idValue.
