[16.0] New stock location cannot be created #162284

Impacted versions: 16.0

Steps to reproduce: Open menu Inventory - Configuration - Locations

Current behavior: Button New invisible

in my opinion caused by change between 15.0 - 16.0, in file addons/stock/views/stock_location_views.xml:

record id="stock_location_view_tree2_editable"
in 15.0 is attribute create = "True", but in 16.0 is attribute create = "False"
