l10n_nl: ICP reporting with Standard Business Reporting (SBR).

In the Netherlands when you export to more then 100 companies (unique tax numbers) you can not do ICP reporting manually on the website of the Dutch Tax authorities. You are required to use Standard Business Reporting (SBR). For larger companies (or webshop companies) this limit will be a problem. Beside Odoo you have to acquire some other accounting software that supports SBR with the Dutch tax authorities (and that is of course not something we want) or hire a intermediair.

So this issue is about implementing SBR reporting for Dutch taxes. It can be used for ICP but also for TAX reporting.

All major accounting software solutions in the Netherlands support SBR standard.

Sadly I think it didn't :( Erwin can probably confirm this. @qdp-odoo is there anything planned or in the pipeline? I know it's pretty important for the Dutch.

Nobody ever said we would do this for the v13 release. We only said we could add it afterwards to v13 still. We have not started it yet and it is not in our top priorities, but it is still something we should do.
