[14.0] Multi step route, auto created operation quantities are zero

Steps to reproduce:

1. Enable "Multi Step Rules" in settings
2. Change manufacture route option to "Pick components and then manufacture (2 steps)" on the warehouse
3. Create a manufacturing order by selecting a product (eg: [FURN_9666] Table) and confirm
4. Click on Transfers button and see the created picking with zero quantities. (sometimes this works in first MO, if it is correct, then cancel, duplicate and confirm the MO)

Current behavior:

Picking operation has zero quantities on operations tab and nothing in detailed operations. so there is no way to understand quantity to pick. there is no" check availability" button. the state is ready.

Expected behavior:

Correct quantities to be seen in operations tab. "check avalibility" button should be there.

Setting stock.no_default_immediate_tranfer parameter to True solves this problem. It should be the default anyway.
