[14.0] Initial user action only works in debug mode

Steps to reproduce:

• Set an initial action in the admin user (Contacts for example).
• In a new private browser window, login with admin user.
• The initial action is NOT redirected (it is necessary to enter debug mode at least 1 time).

Expected behavior:

• Redirect to the user's initial action without debug mode.

Everything remains the same, this is something that in v15 works correctly, but unfortunately not in v14.
