wfIsBadImage() will be removed in a future release, see

This is an alternative version of #18 with backward-compatibility for 1.31 as currently specified in extension.json (MediaWikiServices::getBadFileLookup() was introduced in 1.34). I let the original author, @supertassu, as author of the commit since it is a refined version.
