Generate Measure Structure Model Ontology

We need to have labels for the predicates (attributes) of the model when published - this is done by having an ontology or concept scheme with all the labels and making the *-uplift.yml configurations reflect the same URIs...

e.g.

        '@id': 'http://www.opengis.net/def/metamodel/isodqm/formula'

task is therefore to capture this from the UML model. OGC will look to setup a ShapeShange containerised solution for this kind of thing, it needs a target URI namespace - to update stub used so far: (http://www.opengis.net/def/metamodel/isodqm/)
