Missing links in README.md table of contents

What's this issue about?

README.md table of contents has links to missing content, i.e. "How to contribute" and "On the Roadmap for v1.0.0".

Expected behavior

Clicking on the link in table of content should redirect to the content.

Actual behavior

Nothing happens.

Steps to reproduce

Click one of the aforementioned links in the table of contents.

So far since this was under a huge state of Flux and due to @wodka 's limited availability (1-5 hours a week) to work on this I wasn't rushing however Hacktoberfest came along swiftly and we were too busy making sure to get the new codebase right rather than on time. So yes if you wanted to submit a PR to fix this before we do or just leave this open and we'll do it later that is also fine.
