Sources:

completion for our own builtins (Write contents of the 'help' builtin / enhance quick_ref.py #260 blocks this) -- we should write our own flag descriptions
user fishcomp builtins
user "docstrings"
maybe COMPREPLY_DESCRIPTIONS or something like that?
- or should this wait for true functions in Oil?

Some precendent for docstrings here: https://github.com/Anvil/bash-doxygen

Another idea: show whether commands are external, functions, aliases, builtins, etc.
