Miss Counter Multiplier

Currently, miss counters increment by 1 if any or all assets in a voting period are missed.

We should make it so that, if Ojo validators must vote on 5 assets, if they miss 4/5 assets, they get 4 misses for that period.
Also, the amount of acceptable misses should be multiplied by the amount of assets.

This way, we can be more granular with how lenient we want to be on jailing / slashing conditions.
