New Logprograms using ADIF 3.1.0 export MODE and SUBMODE Field.

It should be discussed if and in which way cqrlog should provide ADIF 3.1.0 tag SUBMODE in the ADIF Import and Export

Hint:
at the moment there is a workaround implemented in cqrlog for JS8 and FT4 so that LOTW Export and ADIF Export is for JS8 and FT4 filled correct.

at the moment the adif export works fine for submode. the workaround handles the new mode correct (especially for LOTW uploads). closing also to keep the issue backlog clean for the important issues
