Allow file format to specified with config files list #20

By default, the file without extension is assumed to be of INI, but this may not be convenient. There should be a way to

supply the format along with the path or
infer the file type from the content inspection.

The feature should be usable through io.paths.ConfigPath. It still needs to be documented.
