Consider the OS when calculating syncthing's binary name #202

Describe the bug
On windows, the syncthing binary name is "syncthing.exe". We assume that it's always "syncthing"

To Reproduce
Steps to reproduce the behavior:

Start CND in windows

okteto up
Installing dependencies...
syncthing.exe 16.56 MiB / 16.56 MiB [======================================================================] 100.00% 7s
                                                           ✕  Exec: "C:\\Users\\dado_/.okteto/syncthing": file does not exist
