First pass implementing the shortbread schema in planetiler using the new yaml config format. The schema itself is in planetiler-custommap/src/main/resources/samples/shortbread.yml and test cases for it are in shortbread.spec.yml.

This PR also includes adding new yaml config functionality required by shortbread:

  • a test harness for yaml config-driven tests to validate a schema
  • json schema definitions to make it easier to edit yaml config files
  • fixed quickstart script to be able to run yaml files (quickstart.sh schema.yml)
  • exposed full boolean logic capability to tag filters with __and__ __or__ and __not__ blocks, as well as matching any value for a key with __any__ and when a key is missing with ''
  • allow CEL expressions in several places (attribute values, include_when blocks, ...), for example: value: ${ feature.tags['highway'].replace('_link', '') }
  • add geometry types that transform the input geometry like polygon_centroid

There are a few missing pieces called out as TODOs in shortbread.yml that will be addressed in followup PRs (tracked in #247):

  • expose relation membership to schema configs for the boundaries later
  • expose sort keys to schema configs for street and place layers
  • expose min size to schema configs for waterway and street layers
  • expose tile post-processing to schema configs for water and street layers
