Write AZ report

In collaboration with Azerbaijan Internet Watch, we'll be publishing a joint research report examining internet censorship in Azerbaijan over the last year. In particular, the report will be based on OONI measurements collected from Azerbaijan between 1st January 2020 to 5th May 2021. This report will build upon the shorter reports we've been providing Azerbaijan Internet Watch based on our monthly data analysis over the last year.

For this report, I'll primarily be writing the technical sections related to OONI methodologies (and limitations) and data analysis findings.

I'll start writing this report on Monday, 10th May 2021 (once the relevant data analysis is complete: #851), and aim to complete the draft by 31st May 2021.
