Telegram is currently blocked in Brazil. Our nettest tests a set of endpoints. Some of the endpoints are blocked and some are not. The measurement engine says that telegram is operational. However, users reported that this is not the case. This suggests that we should review our heuristics for classifying telegram results on the probe.
