Describe the bug

Feature request - please provide a configuration setting to disable the MPS Auth capabilities, both "login" and "validator".

Expected behavior

This should result in a failure for anything passed into a call to either of these end points. I believe that 404 is best, but will defer.

No AMT device, the use case is one in which, Kong points at a different auth server.

All deployment types.
